Can we take this element "subscription status date" like a filter in our import settings?

I've checked what it'll happen when client has duplicates in file. When it's simple file - we taken subscription status from first position from file.

And when I've imported with "date of subscription status" in our import, for me it's logic that we taken filtered data by those filter and we take subscription status which one is from later. but it's not like this. We always taken first position in file, no matter that we get date subscription status in settings of import. Why it's not work like a filter?
