Clients need an email information / notification in CMR / by sms when there is High Loca Rejected of sent campaign.

Example: on Monday we plan newsletter for Tuesday with dynamic element 'bestsellers' but during sending all messages was rejected because of 'local rejected bestsellers products not found' - we need to inform Client if we have such a situation. When clients plan campaigns in advance they don't verify after each mailing right away how it went.
